"Cooling off"

"Cooling off" phase is the time when Primaries and Secondaries are assigned, but should not assign tertiaries themselves. This can be reached by setting the attribute "can assign reviewers" to false, and to true as soon as cooling off phase has passed. (Chairs should ask the SRM-admins to do so.)
